  Matters discussed at meeting

10th September 2005

  1.     Red Alert Crisis:  Letter sent out by Alain explaining the circumstances to all owners.  Pumps brought in to help with flooding but adequate areas for the water removal in certain parts of the site need to be improved improved (yes but in a similar situation when we get in 3 hours the equivalence of 2 months rain, even if we would like, we can’t guarantee anything. We have to remind to all owners the “Article 7. Force Majeure” of the “Haven Park Contract 2005”). Discussions with the local Mairie regarding future crisis planning.  Staff were available to help throughout the alert and tried to keep everyone informed and reassured.

  2.     Traffic Problems:  Incidents of vehicles doing U-turns  through the already congested area at the front of La Carabasse causing great concern.  Alain would prefer to have a roundabout outside to facilitate these manoeuvres but not sanctioned by the Mairie who would like to block off the turning and re-route the traffic to the next roundabout.

  3.     New Layout: Expressed concern regarding the new park layout which has left no turning spaces for vehicles. Large vehicles have been forced to reverse down the roads and everyone fears an accident.  Apparently, trucks will no longer be using these roads in the future as the tanks they service are being removed.  Accessibility will be improved and all plots will be restricted to one car only.  Anyone wishing to leave a vehicle throughout the winter months, can do so at a cost of 300 euros.

  4.     Supermarket:  Requested dogs be banned from the supermarket on the grounds of hygiene. Expressed concern that the needs of the customer are not being met when the shop insists on closing during the lunch time (even at peak season) and the stock is severely reduced immediately at the end of this period.  Alain promised to speak to the owners with these suggestions but, apparently, they have been on site pre-Haven and have always traded this way.

  5.     Development of Le Mazets: Plans to develop this area by major tree cutting to reduce pollen problem, ban tourers and design new large plots at an annual rent of 5,750 euros (As explained we have 2 different projects at Les Mazets.  Please note that figures are not official so confidential.)

6.     L'Atoll Refurbishment: Anticipate this will be completed by 2006 and will comprise of a covered area enabling the facility to be available out-of-season (This is a project and we would like to do this as soon as we can but can not guarantee any timing).   Plans to appoint a permanent bar manager who will be responsible for providing this service. (same as above)

7.     Hairdresser:  Suggestion that a hairdresser be invited on site and, perhaps, have premises at the kiosk on the main road were met with enthusiasm by Alain.

  8.     Gardening: Praise for the team again but requested that they cut the hedges back to allow better pavement access.  As there is a plan to re-furbish the walkways, we asked if the pavements could be dropped to permit accessibility for wheelchairs and pushchairs.

  9.     Swimming pool: Concern about the state of the paving which is slippery and dangerous. Unfortunately, there is no money available for re-furbishment at the present and other projects must take priority although Alain anticipates that improvements will be made within the next 3 years (concerning the paving which is slippery, the siblu company is trying to find a effective solution. We can only refurbish with materials agreed by the french Law and health and safety reglementation. No efficient material is currently on the market so no plans for 2006). Complaints of excessive loud music at the pool area will be passed to the pool manager to action.

  10.  Thanks to Uriel for her enthusiastic and innovative ideas to occupy the owners and Christiane, who supported Damien admirably and dealt with our problems pleasantly.

  11. La Carabasse-future plans:

  • Refurbish L'Atoll  2005-2006 ((Please see above. There is no timing planned)
  • Extend the gas system  - no more gas bottles. (on the area where we can have the main system)
  • Provide new recycling bays.   Major work on the drainage systems in the lLe Mazets area.

Representatives from siblu again met the Maire of Vias and were provided with a direct undertaking that he would provide temporary authorisation for La Carabasse to open from 1 April this year. Written confirmation of this agreement is expected this week.

The Maire further undertook to ensure that the arrêté de classement (site licence) will be changed, providing siblu with permanent authorisation to open from 1 March to 31 October every year. We have received confirmation that this request is now being fast-tracked by the Prefecture.

For you, this will mean that:

  • la Carabasse can open from 1 April 2006

  • Our request to open from 1 March to 31 October is being fast-tracked and we will implement this new opening period for the 2007 season

  • As a result, La Carabasse will be to be open until 31 October in 2006

  • The period you can let your mobile-home will be extended to any time during the period 1st March to 31 October rather than 15th April to 15th September as in the past..

We are expecting official confirmation of the Maire’s decision to arrive this week.  When this has been received, we will write to all our customers to confirm details of our new opening period.

Is this the first time siblu has met with the Maire

Siblu has been working closely with all parties since this issue first came to light in December 2005. Siblu has been talking to the Maire and local authority for several months to extend the opening period at La Carabasse, and it’s through these combined efforts that we’ve finally been able to obtain confirmation of our new opening dates.

Are the new dates definitely confirmed

We have received verbal undertakings from the Maire that he will extend our opening period to 1 April for 2006, and then from 1 March to 31 October moving forward. We have confirmed these verbal undertakings in a letter to the Maire which he has received and has not refuted.

We expect the changes to happen in two stages: the Maire will confirm our 1 April opening date this week, and our 1 March to 31 October opening period is to be agreed by the Prefecture and Maire during  the next few weeks.

We will officially update you of our new dates at the earliest opportunity.

Do you have any doubts that this will happen.

No, we consider we have received clear and direct verbal undertakings from the Maire.

I had a booking to travel to La Carabasse based on your previous stated opening dates and you’ve agreed to refund my costs – will you still provide my refund?

If you planned to travel before 1 April and provided us with details of your booking we will still refund your travel costs.

If you have made a booking to travel between 1-15 April and have contacted us requesting a travel refund, we are no longer able to refund you travel cost but will consider refunding any amendment charges. We will write to you confirming this. If you have a specific query regarding this, please contact Ben Jones on 0033 556 07 71 16.

If you have been booked on to an alternative campsite we will cancel this booking as your own home will be accessible. We will write to all effected customers.

Will all facilities be open from 1 April

The park facilities will continue to be open as planned from the 15th April. Their closing date will be decided once the question of the closing date in the site licence has been confirmed.
